its employment law that you can be on call out whilst being employed if you have agreed to it in your contract( read yours, you have},its illegal if your employer insists that you stay in a fixed location without being payed whilst on call out,as used to happen with the CCC last year.
If your work hours are all paid and your not expected to remain at work during unpaid call out then all is legal.
employers and employees can agree a payment in your contract for staff to be on stand by for call out, ,they can also agree a payment system for if staff are called out.
for you, between 11pm and 9am you are not being payed because you are not at work.If you are asked to remain on site you must be paid .
assistants forced/encouraged to stay on site as site security must be paid and should ask to be.try managers then bdms and HQ in that order.Record all correspondences for later problems

an idea for not giving barrier code is to compromise, let late arrivals ring "emergency no" you then know you have a late arrival to look out for in a.m and same time give him code, and general directions to pitch !!! simples

" the caravan club staff are off duty at 8pm at least that's what I think to be true, "
yes we are firmly off duty at 8pm, we have a call out phone for real emergencies {police ambulance and fire brigade }.
of course arrivals after 8pm are firmly rejected
gas sales are welcome around 8pm as we get a good share of sales.
if we had a local pub and it was cheap we would be off ...we dont
we can ,and do leave the site after 8pm to shop or what ever...we dont have a gate /code
the important thing is we have been given the firm right to bugger off after 8pm and if we chose to stay nobody is going to take advantage

This phone business is an easy one to get round. Don't answer it! Turn off the ringer and the job is sorted! If people access the site and pitch wrongly, who cares? My pay isn't affected and it's not like I lose any bonus pay. Just sort it out after 9 the next day. If they have to move so be it. If they can't/dpn't want to then speak to the manager and get them to decide what to do. As a mate of mine keeps saying, "we rent grass and chipping out for a living, don't stress about it!"
